The Administrative Committee always attaches great importance to and give considerable support to the development of information industry in the Hi-tech fields. For the aims of creating "the golden beach of science and technology", "the digital golden beach" and "the green golden beach" as the train of thoughts and goal, the Administrative Committee has put the building of "digital development zone" on the agenda and established a special organ (the office of information), pushing along the information development in the Park. At present, most software enterprises of Weihai City are in this Park and manufacturers of electronic information products in this park also takes a majority part of Weihai. The momentum of the information development in the Park is good.

The Information System of Government Affairs  At present, the LAN inside the Administrative Committee has been established with the optical fiber of 1GB per second as the backbone and the MAN has also been established relying on CNC and realizing the transfer of documents on the MAN between the Administrative Committee and all other units. Based on the operation platform of "Lotus Notes", "The e-government system of the Administrative Committee of the Park" has been developed and its own website ( http://www.whctp.gov.cn ) has also been established. Through constant upgrading and perfection, the rudiment of e-government has taken shape. With the support of these platforms, the office work handling in the Administrative Committee has made 5 breakthroughs: non-paper office work handling, the transfer of documents among enterprises in the Park through the network, the management of departments' work through data bank, the integration of the information of government affairs in the Park and the publicity to the outside world through its own website. In 2004, the system of "office work handling on one net" was established and in operation for administrative approval and declaration on this net. This project had been ascertained as "the key project of information in Shandong Province in 2002" by the Department of Information Industry of Shandong Province .

The Information System of Education  In Accordance with the spirit of the Ministry of Education in implementing the engineering of popularizing education network in all schools and the requirement of the Construction Plan of the Education MAN in Weihai City , the Development Plan of Information Technology in Education MAN in the Park has been made. At present, the education MAN has been preliminarily established covering all 14 elementary and middle schools in the Park, realizing network education in all schools.

The Information System of Enterprises  The information system of enterprises in the Park began to develop in the middle and late 1990s. It was applied in simple data processing, management information system and consequently ERP sequentially. At the same time, computer technology and CNC technology were applied to developing and production, with such computer technologies as CAD, CAPP and CAM being gradually realized. For computer's application, all enterprises have developed from using one single computer to establishing their own internal network system and realizing office automation. All enterprises have established their own websites and their computers are connected with the internet.

The Information System in Other Fields  Such special information networks have been developed in the Park: public finance, taxation, industry and commerce, statistics and public security and their functions have been continuously enlarged. They have become the key component of the property of network in the Park. The IC card has been popularized and applied in such systems as industry and commerce, taxation, finance and schools.

The Software Industries  In the software industry, the Province of Shandong has "one park and three bases": Jinan Qilu Software Park , Qingdao Software Base, Yantai Software Base and Weihai Software Base in the Torch Hi-tech Science Park.

At present, over 40 software enterprises are stationed in the Pioneering Mansion , reserving aftereffect for the development of software base. The Software Zone of "Nongyou" was ascertained by the Ministry of Agriculture as the popularization and application base for rural information management of China and ascertained by the Department of Information Industry of Shandong Province as the development and popularization base for rural management software. Great potential exists in the following developed software products: the software product of campus management developed by Weihai Shifeng Computer Network Technology Co., Ltd., the systematic software product of computer's safety management developed by Weihai Yuweng Information Technology Co., Ltd., the embedded and control software product developed by Weihai Haihe Science and Technology Co., Ltd. and the software product of big LCD developed by Weihai Qiwei Electronics Co.,Ltd.. Orinno Software Co., Ltd. and Cross Digital Communications Co., Ltd. are established in the Park by two Chinese doctors from abroad. The network software and the systematic software of panoramic remote control and monitoring developed by them features very high technology and fine prospects of market development.

The Manufacturing Industry in Electronic Information  At present, there are over 60 products of electronic information in the Park. In 2003, the gross industrial output value made by the manufacturing industry of electronic information accounted for 40% of the Park's gross industrial output value and the foreign currency earned by exporting electronic products accounted for 68% of the total exportation in the Park. 18 products of electronic information have bridged a gap domestically: picture sensors, TPH, passenger ticket printer, laser printer and CDMA relay, etc. The leading industry of electronic information has taken shape with the following leading products: fax machine and its key parts, ink-jet printer, laser printer, deflection coil, small transformer coil and computer software, etc.
